The present Order approves the conditions of release for access tickets at gambling characteristic to the activity of gambling casinos and slot-machine.
According to the provisions, tickets are forms with special regime of printing, series marking and numbering, being products with security features against forgery and counterfeiting by “The National Printing Office” – SA.
In this respect, to get access ticket, the organizers of gambling having licenses and permits to organize gambling in force at the date of order, will make a written order to “The National printing office” – SA, paying in advance the equivalent of the forms. Order form together with the power of attorney for the person who will lift tickets are special forms issued to “The National printing office” – SA bearing security features against forgery and counterfeiting, these forms being paid along with the value of the ticket value.
The term of delivery of the tickets is of maximum 10 working days from the date of payment.
The access tickets are finished in books of 100 numbered pieces and they are uniquely series marked and numbered, consecutively with an alphanumeric combination (numbers and literal characters) unique for each organizer and ticket. Also, the tickets will have a barcode that will contain a unique control algorithm.
According to the legal provisions, the tickets will have two parts, namely: control mark and access ticket itself. Both the control mark and the actual access ticket must be printed bearing the following elements:
• the name of the organizer of gambling;
• tax registration code;
• operating license of gambling;
• ticket price.
On each side of the ticket, will be printed the proper name: “Control mark” and respectively, “Access ticket”. Also, the side called the “Access ticket” will be labelled “Keep the ticket for control.”
The date and hour of release of tickets to the client will bear the stamp with date by the organizers of gambling, both on the control mark, as well as on the ticket.
The access tickets that do not contain all elements and information required under the present order are considered as not valid.
Attention, gambling organizers are required to keep in their archives all the control marks of the access tickets sold, for a period of 5 years, as they are considered justifying documents. Moreover, the management of access tickets must be made in accordance with legal provisions on forms with special treatment.
The present order comes into force on publication in the Official Gazette of Romania, Part I.
